Clayton
Clayton is a small city that keeps its own police department but contracts dispatch services from the City of Concord. We don’t yet have a Flock Safety contract, council vote, camera count, or install date for Clayton — what we do have is a public paper trail of actual payments to Flock Group, Inc. going back to October 2024, found in the city’s own online checkbook. That’s a start, not the full record.

Earliest documented payment to Flock Group, Inc.
Clayton PD’s first traceable payment to Flock Group, Inc. — a $6,300 charge for “PD-Flock Safety Falcon” — appears in the city’s public checkbook (ClearGov Transparency Center) on this date. We searched the full checkbook back to October 2022 and found no earlier Flock Group, Inc. entries, so this is the earliest evidence we have of Flock cameras in Clayton — not necessarily the actual purchase-order or installation date, which would need the underlying contract or a council staff report to confirm.
Clayton’s CivicClerk meeting archive only goes back to mid-2026 for regular City Council business, so it doesn’t cover this period.

Continued Flock payments: service calls and additional hardware
Four more payments to Flock Group, Inc. appear in the same public checkbook after the initial one: two $350 “service call” charges on September 16, 2025, a $6,000 charge on March 23, 2026, and a $9,000 charge on August 3, 2026 — all still labeled “PD-Flock Safety Falcon.” That’s $22,000 total documented across five payments over roughly 22 months, consistent with an active, ongoing program rather than a one-time purchase, though we can’t yet say from checkbook entries alone whether it reflects camera additions, contract renewal fees, or something else.

Clayton keeps its own PD, but contracts dispatch from Concord
The same checkbook shows Clayton paying the City of Concord roughly $32,700 a month for “Dispatch Services” — a separate, much larger recurring contract — alongside its own “PD”-prefixed line items (copier lease, mobile Toughbooks, cell phones, internet) that show Clayton maintains its own police department rather than contracting full police service out, unlike some smaller Contra Costa cities (Lafayette, Danville, Orinda) that contract full policing from the County Sheriff. Worth keeping straight for anyone assuming “small city, no PD” here — Clayton has one, it just doesn’t run its own dispatch.
