RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO APPROPRIATING
$246,572 FROM SUPPLEMENTAL LAW ENFORCEMENT SERVICES GRANT REVENUES
(SLESF 210 FUND) FOR THE PURCHASE AND PROCUREMENT OF TWENTY REPLACEMENT
MOTOROLA AUTOMATED LICENSE PLATE READERS WITH BACKHAUL COMPONENTS WITH A
10% CONTINGENCY INCLUDED IN THE OVERALL APPROPRIATION

WHEREAS, Community Policing and Strengthen Technological Infrastructure
to Enhance Law Enforcement are adopted policy items under the FY
2025-27 City of San Pablo Council Priority Workplan, effective April 7,
2025;

WHEREAS, the Supplemental Law Enforcement Services Grant is a mandated
grant as defined by Government Code Section 30061(b)(3)(i) wherein the
County is required to remit a minimum of $100,000 annually to the City
to be spent on frontline law enforcement. These grant revenues have
accumulated and are available for appropriation by the City Council;

WHEREAS, following appropriation of funds by the City Council for
eligible frontline law enforcement purposes, any expenditures must
comply with the City's purchasing policy;

WHEREAS, in 2011, the San Pablo Police Department implemented a
comprehensive Public Safety Camera System to enhance public safety
through technology. During the system's development, City staff
collaborated with local civil rights organizations and community members
to address privacy concerns and ensure transparency;

WHEREAS, today, the Public Safety Camera System includes 84 Motorola
Automated License Plate Readers (ALPR) and approximately 300 situational
awareness cameras located at 44 sites throughout the City. This system
has become a critical tool for crime prevention, investigation, and
community safety;

WHEREAS, the Police Department is proposing the replacement of 20
Motorola ALPR cameras that have reached the end of their service life.
The new units will provide enhanced image quality, improved reliability,
and better integration with the City's existing Motorola network
infrastructure. The total cost for the purchase and installation of 20
new Motorola ALPR cameras, including licenses and warranty coverage, is
$205,621;

WHEREAS, the Public Safety Camera System relies on a point-to-point
wireless backhaul network that transmits video and data between field
devices and the Police Department's command center. The current backhaul
system has exceeded its useful life and no longer provides the necessary
performance or reliability to support continuous operations. To maintain
network stability and meet increasing data demands, six (6) backhauls
must be upgraded and realigned;

WHEREAS, after reviewing three competitive proposals, the Department
selected Scheer Security to complete the backhaul upgrade and
realignment work at a total cost of $18,536. The combined total cost
for the replacement of the 20 Motorola ALPR cameras and the installation
of six backhauls is $224,157, which staff proposes utilizing from
Fund 210-0000-49999; and

WHEREAS, Staff recommends exempting these procurements from the City's
competitive bidding requirements pursuant to San Pablo Municipal Code
Sections 3.16.110(B) and 3.16.110(C). These sections allow exemptions
when specialized services are integrated with proprietary equipment
requiring expert installation, configuration, and maintenance, and when
the software or system components are uniquely available from a sole
source vendor; and

WHEREAS, Motorola Solutions and Scheer Security provide proprietary
technology and specialized integration services that are essential for
maintaining operational compatibility, reliability, and security of the
City's public safety camera infrastructure. Currently, a large
percentage of the public safety camera infrastructure is made up of
Motorola Solution components. Based on these factors, staff concludes
that competitive bidding would not serve the public interest or yield a
meaningful advantage;

WHEREAS, Staff recommends the City Council approve the sole-source
procurement from Motorola Solutions and Scheer Security to ensure
uninterrupted operation and continued modernization of the City's Public
Safety Camera System; and

WHEREAS, on October 1, 2025, staff presented the Motorola Solutions &
Scheer Security purchase to the Public Safety Standing Committee (Vice
Mayor Pabon-Alvarado & Councilmember Xavier). The funding source for
this procurement was identified from the Supplemental Law Enforcement
Services Grant (SLESF). The committee recommended this procurement
request be forwarded to the City Council for formal approval.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Pablo hereby appropriates $246,572 from Supplemental Law Enforcement
Services Grant Revenues (SLESF 210 Fund) for the purchase and
procurement of twenty (20) replacement Motorola Automated License Plate
Readers with backhaul components with a ten percent (10%) contingency
included in the overall appropriation;

BE IT FURTHER RESOLVED that the City Manager is authorized to execute
any other related documents, in a form to be approved by the City
Attorney, and to take such other actions as may be reasonably necessary
to effectuate this resolution; and

BE IT FURTHER RESOLVED that the foregoing recitations are true and
correct and are included herein by reference as findings.
